Ammar bin Humaid Issues Decision to Establish Lifelong Learning Council in the Emirate of Ajman

His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, issued a decision to establish the “Lifelong Learning Council” in the Emirate of Ajman.

 

Under the decision, a council of an advisory nature is established in the emirate under the name “Lifelong Learning Council,” chaired by Sheikh Rashid bin Humaid Al Nuaimi, Member of the Executive Council and Chairman of the Municipality and Planning Department, with membership comprising: Dr. Saeed Saif Al Matrooshi, Dr. Kareem Al Sagheer, Dr. Abdulrahman Salem Al Nuaimi, Huda Al Rostamani, Major General Pilot Rashad Mohammed Al Saadi, Bashar Al Kaylani, and Hashem Al Kaabi.

 

The Council aims to establish a high-level advisory framework for developing lifelong learning policies and initiatives, supporting the integration of efforts between local and federal entities to ensure their alignment with labor market trends, in addition to enhancing human capital competitiveness by enabling various community segments to access continuous learning opportunities, and consolidating the emirate’s position as a leading center in lifelong learning fields.

 

Sheikh Rashid bin Humaid Al Nuaimi commended the decision of His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, regarding the establishment of the Lifelong Learning Council, affirming that the step represents a strategic pillar in developing knowledge and education and building a society capable of adapting to changes with flexibility and readiness.

 

He explained that the Council constitutes an institutional framework that unifies educational efforts in the emirate, based on its competencies stipulated in the decision, which include setting policies and plans, coordinating initiatives, and monitoring performance to support the knowledge-based development journey.

 

He added that forming the Council from academic and administrative expertise enhances the quality of its outputs and contributes to developing educational policies that address challenges and innovate solutions in school education, higher education, and vocational training.

 

Sheikh Rashid bin Humaid Al Nuaimi affirmed that the new Council will work to expand the horizons of lifelong learning, enhance alignment between skills and labor market needs, and build sustainable educational pathways that provide opportunities for personal and professional development for all.

 

He noted that joint efforts between government and private entities will support innovation in education and establish an educational model that meets future aspirations, raises community readiness, and consolidates Ajman’s position as an advanced center for learning, creativity, and human development.

 

The Council is responsible for providing strategic visions and guidance for developing the lifelong learning system in the emirate by discussing the agenda, analyzing relevant national and international trends, proposing general frameworks for the emirate’s lifelong learning strategy and its derived major directions, executive programs, policies, and governance models, and providing advice on them to the Executive Council.

 

The decision stipulates that the Council shall express its opinion on fundamental challenges that hinder the provision of lifelong learning opportunities and provide recommendations on policies and institutional reforms capable of addressing them. It also undertakes to review relevant legislative and regulatory directions and propose general policies, legislation, and systems supporting the integration of the lifelong learning system.

 

Under the decision, the Council directs major institutional partnerships between the government, private, academic sectors, and civil society, and supports relevant national and international initiatives, in addition to expressing opinions on initiatives and projects presented to the Council by local or federal entities or the community, and assessing their consistency with the emirate’s future directions.

 

The Council exercises its competencies based on reports and technical memoranda prepared by the competent authorities or referred to it by the Executive Council.

 

The decision stipulated that the General Secretariat shall provide technical, organizational, administrative, and logistical support to the Council, including preparing initial drafts of strategies, policies, and organizational models, collecting and analyzing relevant data, indicators, and studies, organizing meetings and coordination activities for the Council, in addition to coordinating with consultancy firms and consultants, providing necessary technical and administrative cadres according to approved systems, and forming work teams and technical committees based on the Council’s request.

 

This decision shall be effective from the date of its issuance, published in the Official Gazette, and circulated to all concerned entities to act accordingly, each within its jurisdiction.
