Ajman Department of Economic Development and Free Zones Authority Discuss Activating Dual Licensing to Enhance the Business Environment
The Ajman Department of Economic Development and the Ajman Free Zones Authority discussed ways to strengthen joint cooperation to activate dual licensing, in support of regulating the conduct of business activities by free zone establishments within the Emirate of Ajman and consolidating institutional integration in the development of the business environment, during a joint meeting held at the Authority’s headquarters.
This cooperation comes within the framework of implementing the provisions of Resolution No. (18) of 2025 on regulating the conduct of activities by free zone establishments within the Emirate of Ajman, which establishes the regulatory framework enabling free zone establishments to conduct some of their activities outside the free zone and within the Emirate, in accordance with specific controls and procedures, ensuring compliance with relevant federal and local legislation, following a review of practices adopted elsewhere in the country.
The meeting discussed a number of themes related to the mechanisms for activating dual licensing, simplifying its associated procedures, and unifying efforts to facilitate business operations for establishments seeking to expand within the Emirate — whether through the establishment of a branch within the Emirate, the establishment of a branch through their registered office with the Authority, or the issuance of permits to conduct certain activities within the Emirate, in accordance with the provisions of the Resolution.
The meeting also addressed the importance of building a joint working mechanism between both parties based on the elimination of bureaucracy, to raise procedural efficiency, accelerate the completion of transactions, and enhance the smoothness of the customer journey, in addition to supporting establishments and investors seeking to benefit from the regulatory advantages offered by dual licensing within a flexible and enabling business environment.
Both parties affirmed their commitment to continuing coordination during the next phase, to enhance the readiness of the regulatory and executive framework for the implementation of dual licensing, attract investments, and contribute to consolidating the Emirate of Ajman’s position as a competitive destination for business and investment, in alignment with the Ajman Government’s directions in developing services and achieving sustainable economic development.
