The Ajman Department of Human Resources organised the “Legislative Innovation Lab” to discuss the Executive Regulations of the new Human Resources Law for the Ajman Government, which will come into effect on 1 September. The Lab was held with the participation of various employee categories from government entities across the Emirate, as part of the Department’s commitment to strengthening institutional participation by engaging employees in the development of legislation and policies relating to human capital.
The Lab reviewed the most significant developments and directions contained in the new Human Resources Law — recently issued by His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council and Ruler of Ajman — including its provisions and benefits that contribute to enhancing employment flexibility, achieving work-life balance, and supporting various categories of employees.
The organisation of the Lab forms part of the Department’s efforts to develop a more flexible, efficient, and sustainable government human resources system, in alignment with the targets of Ajman Vision 2030 and the Emirate’s government directions towards building an attractive and talent-stimulating work environment, and enhancing the professional quality of life of employees.
His Excellency Rashid Abdul Rahman bin Jabran Al Suwaidi, Director General of the Ajman Government Human Resources Department, affirmed that the Lab represents a pivotal milestone in the development of the human resources system — grounded in a participatory approach that makes the employee a direct partner in the development of the legislation and policies that affect their work environment and professional future.
He stated: “We believe that the most efficient and sustainable legislation is that which is built on dialogue, grounded in real-world experience, and forward-looking in anticipating future changes. It is from this conviction that this Lab was conceived — to identify challenges and translate the ideas and proposals it generates into practical outputs that support the alignment of the Executive Regulations with the requirements of the modern work environment, elevate the government employee experience, and keep pace with the Ajman Government’s directions towards adopting best practices in human capital management.”
The Lab discussed a number of key themes related to the Executive Regulations, encompassing work patterns and schedules, job filling, recruitment and appointment, allowances, benefits and employment entitlements, as well as leave of all types, and employment permissions and facilitations. Participants discussed the most prominent challenges and development opportunities associated with each theme.
The Lab also included interactive brainstorming sessions focused on generating ideas and developmental solutions, and formulating practical proposals to support the effective implementation of the Executive Regulations and enhance flexibility, efficiency, and sustainability in the government work environment — achieving a balance between operational requirements and employees’ needs.
The Lab targeted a number of different employee categories, including parents, retirees, human resources staff, persons of determination, employees pursuing academic studies, shift workers, as well as young professionals and business owners — with the aim of ensuring representation of the various segments of the workforce and benefiting from their experiences and views in developing the legislative framework.
The Lab yielded a set of quality outputs, including the identification of challenges and specific needs of the targeted categories, the collection of developmental proposals and ideas related to the themes of the Executive Regulations, and the preparation of a final report containing findings and proposed recommendations — in preparation for their study and incorporation in support of the development and implementation of the Executive Regulations, thereby enhancing the efficiency and flexibility of the government human resources system.
