As part of the Strategic Knowledge Programme for 2026, organised by the General Secretariat of the Ajman Executive Council, a number of Ajman Government leaders visited the General Secretariat of the Dubai Executive Council to learn about Dubai’s pioneering experience in the fields of risk management, crisis management, and business continuity, as embodied in the operational framework of the Dubai Centre for Resilience. The visit was conducted within the context of enhancing government integration and the exchange of best practices and institutional expertise.
During the visit, participants were acquainted with a series of knowledge and applied topics covering global resilience frameworks and initiatives, the historical journey of the Centre’s establishment and development, the Sendai Framework for Disaster Risk Reduction, the Resilient Cities Network, the transition from risk and crisis management to the concept of comprehensive resilience, the concept of institutional resilience, and mechanisms for risk assessment and resilience prioritisation.
The visit also addressed the Emirate of Dubai’s approach to strengthening resilience and proactiveness, crisis management, the establishment of the Centre and its associated strategic objectives, as well as an overview of the Centre’s mandates and principal roles, its organisational structure, mechanisms for managing geopolitical events, emergency levels and states of readiness and mobilisation, and the priorities of Dubai’s resilience strategy.
The visit included a field tour of the Command and Control Centre at Dubai Police, to gain insight into operational management mechanisms, the handling of emergency situations, coordination and response methodologies, and the elevation of readiness levels under varying circumstances.
This visit comes within the framework of the General Secretariat of the Ajman Executive Council’s efforts to enhance institutional knowledge, raise the readiness of government leaders, and support the exchange of qualitative expertise and experiences in the fields of government preparedness and resilience, thereby contributing to improving response efficiency and strengthening the sustainability of government services in the face of rapidly evolving changes and challenges.
At the conclusion of the visit, the General Secretariat of the Ajman Executive Council commended the efforts of the Dubai Centre for Resilience and the qualitative roles and initiatives it delivers in advancing the concepts of resilience, proactiveness, and institutional preparedness, and praised the warm hospitality and the knowledge and applied content encompassed by the visit.
The General Secretariat also expressed its sincere gratitude and appreciation to the Command and Control Centre at Dubai Police for the gracious reception and outstanding organisation, and for the advanced operational framework showcased — one that reflects a high level of readiness, efficiency, and rapid response, alongside institutional integration and the use of modern technologies in operations and emergency management, reflecting the advanced model that the Emirate of Dubai embodies in the fields of security, safety, and crisis management.
